HB 172/SB 539-ESTABLISHES GREEN BUILDING REQUIREMENTS FOR
STATE CONSTRUCTION WORK.

HB 271-ESTABLISHES A RIGHT FOR CODE OFFICIALS IN WESTERN MARYLAND TO
DECIDE WHO MAY SEAL CONSTRUCTION DOCUMENTS.
MSAIA OPPOSES.
We do not believe that local code officials should have wider discretion in deciding which professional is entitled to seal construction documents. We believe that buildings used by the public necessarily should have a licensed architect involved; 12,000 sf is an unacceptable threshold at which to exclude an architect. While some storage use buildings may be incidental to the practice of engineering, clearly there is point at which storage use buildings require the involvement of a licensed architect vis a vis their size and the relevance of life safety issues.
HB 306/SB 238-ESTABLISHES "BEST VALUE" CONTRACTING FOR STATE PROJECTS MSAIA TAKES NO POSITION ON THIS PROPOSAL.
HB 341/SB 203-ELIMINATES HISTORIC TAX CREDITS
MSAIA OPPOSES.
Administration has offered several amendments to continue the program. MSAIA offered some commentary on the amendments at the Senate hearing.
Members should consider the amendments prior to hearing in the House.
HB 543/SB 406-EXEMPTS ARCHITECTS AND OTHERS FROM THE PRIVATE INVESTIGATOR TITLE
MSAIA SUPPORTS. Bill is the result of a
court ruling that an engineer could not provide expert testimony because he was not a licensed private investigator.
HB 608/SB 510-WAIVES LIABILITY FOR DESIGN PROFESSIONALS ON CLAIMS RELATED TO SAFETY
PRACTICES ON A CONSTRUCTION SITE.
MSAIA SUPPORTS. This bill codifies what AIA has attempted to do over the years with contract language in the AIA Contract Documents.
HB 650/SB 267-OMNIBUS RESTRUCTURING OF DESIGN BOARDS
MSAIA SUPPORTS WITH AMENDMENTS. We support the provisions to provide dedicated funding to the design boards via the licensure fees.
We oppose the notion of clustering and distribution of fees between the design boards. We support the requirement for the board chairs to meet annually. We oppose the extension of the Board of Certified Interior Designers and the Certified Interior Designer program. We oppose the exemption of interior designers from the architect's title.
HB 779/SB 614-REQUIRES 12 HOURS FOR CONTINUING EDUCATION FOR ARCHITECT APPLYING FOR RELICENSURE.

SB 527-CREATES AN ADVISORY COMMITTEE TO
REVIEW THE MINORITY BUSINESS PARTICIPATION PROGRAM.

SB533-DEALS WITH THE ESTABLISHMENT OF THE 25% MINORITY
BUSINESS PARTICIPATION PROGRAM
MSAIA DOES NOT HAVE A POSITION AT THIS TIME. Historically, MSAIA has been skeptical of the ability of the industry to provide enough participants to substantiate the 25% figure.
SB 534-ESTABLISHES A DIFFERENT COMMITTEE TO REVIEW THE MINORITY BUSINESS SET ASIDE PROGRAM.
